Welcoming Carol Shepherd as Chair of the Retirement Villages' Residents’ Council

The Retirement Villages' Residents’ Council is pleased to announce the appointment of Carol Shepherd as its new Chair, following the stepping down of Deborah Hart on 31 March 2026.

 

Carol has been a valued member of the Council since October 2023, bringing with her a strong sense of purpose and an unwavering commitment to the wellbeing of residents across retirement villages. During her time on the Council, she has been a passionate and effective advocate and spokesperson, consistently using both her own voice and that of the Council to champion the rights, dignity, and interests of residents.

 

Her dedication has not gone unnoticed. Carol’s appointment as Chair was unanimously supported by Council members, reflecting the confidence and respect she has earned in a relatively short time. Her collaborative approach, thoughtful leadership, and clear focus on advocacy make her well-placed to lead the Council into its next chapter.

 

As Chair, Carol will continue to prioritise the issues that matter most to residents, ensuring their voices are heard and represented at every level. Her leadership comes at an important time, as the Council continues its work to strengthen protections, improve transparency, and promote fair outcomes for those living in retirement villages.

 

We extend a warm welcome to Carol in her new role and look forward to supporting her as she leads the Council forward.

Newly appointed Chair of the Retirement Villages’ Residents’ Council Carol Shepherd and Council member Denise Whitehead had a positive catchup with the Bay of Plenty MP Tom Rutherford today.  Carol outlined her actions as the new Chair to Minister Rutherford who wishes her well in her new role.
